As part of our growth in the region, we are currently seeking a Senior Procurement Specialist to join our established offices in Dubai, UAE.
Role Summary:
We are looking for an experienced Buyer to join our team in Dubai, responsible for managing the procurement of materials, equipment, and services required for our Oil & Gas projects in the Middle East. The ideal candidate will have experience in procurement within the Oil & Gas industry, strong negotiation skills, and an excellent ability to manage multiple suppliers and ensure timely availability of resources.
Key Responsibilities:
Procurement Management
- Manage the entire procurement process for materials, equipment, and services required for projects, from requisition to delivery.
- Identify suppliers and negotiate favourable terms in terms of cost, delivery schedules, and quality.
- Ensure that purchases are made in accordance with project specifications, quality requirements, and industry standards.
- Coordinate with engineering, project, and operations teams to define and secure the appropriate materials for the project.
Supplier Negotiation and Selection
- Negotiate contracts with suppliers and subcontractors, seeking the best commercial terms while ensuring the quality of products and services.
- Evaluate and select suppliers based on cost, quality, delivery capacity, and performance.
Compliance
- Ensure that all purchases comply with local and international regulations, as well as health, safety, and environmental (HSE) policies.
- Ensure adherence to Oil & Gas industry standards for quality and safety.
Cost and Budget Management
- Control procurement costs and work to stay within the established budget for each project.
- Prepare and update procurement and cost reports for senior management and project teams.
Problem Resolution
- Resolve any issues related to material or equipment supply, including delays, product quality, or logistics problems.
- Manage claims or disputes with suppliers, ensuring effective and timely resolution.
Requirements:
Education
- Bachelor's degree in Business Administration, Industrial Engineering, Logistics, or a related field. (Additional studies in Procurement Management or International Trade will be valued).
Experience
- Minimum 8 years of procurement experience in the Oil & Gas sector, preferably on international projects or in the Middle East.
Technical Knowledge
- Experience in procuring materials and equipment for Oil & Gas projects, with knowledge of industry standards.
- Proficiency with procurement management software and ERP systems (SAP, Oracle, etc.).
- Knowledge of local and international import, customs, and transportation regulations for materials.
- Proficiency in English (written and spoken). Arabic preferred.
